Don't recall which programme it was but the BBC put out a small compilation of 'a bad week for Biden', showed some clips of Biden either making great big bloomers or just forgetting what he was talking about. It made for very uncomfortable watching, and he looked very old and tired.
I felt the same when I saw a clip of his late Majesty King George VI making a speech, he had the same speech impediment that Biden has managed to overcome, something the late King never seemed to manage, so perhaps, being charitable, Biden was taking his time trying to get his words out, but thinking that a chap who died in 1997 was President of France is jus laughable.
