I don't know whether I'm correct, but isn't the idea of a 15 minute area to reduce, or totally restrict, the use of motorised vehicles?
All well and good in theory, I have a convenience store and a chemist close by, but just a couple of bus stops away is an area without any shops for a jolly sight further than a 15 minute walk in all directions of the compass,.
So will shops, caffs, surgeries and other facilities have to be provided, or will the people living there be given a dispensation to use their cars?

Primarily it's about planning to encourage the location of premises to reduce the time/cost/congestion of travelling across urban areas . If it works maybe years/decades ahead systems would be introduced to then discourage people driving when they have a facility nearby. By that time most of us would back such a thing.
You only have to go beyond the top line to actually understand what it is, and why cities like Oxford need it but start from a negative position. But if people can frighten the uninformed about it they will
